Sejak diberlakukan UU No.22 Tahun 1999 tentang Pemerintahan Daerah telah memberikan kewenangan kepada daerah, terutama di era otonomi daerah. Kewenangan tersebut menyangkut pemanfaatan potensi atau penerimaan daerah dalam mendukung pengembangan SDM untuk pengembangan daerahnya. Salah satu masalah besar bagi hampir seluruh pemerintah daerah pada era otonomi dewasa ini adalah masih rendahnya kualitas SDM yang berada di daerah. Menyadari akan hal tersebut, peningkatan kualitas SDM menjadi hal yang sangat penting.

Banyak kegiatan yang dapat dilakukan untuk meningkatkan kinerja pegawai dan kinerja instansi dalam rangka mencapai keselarasan tujuan (goal congruence) yaitu terjadinya keselarasan antara kepentingan organisasi secara keseluruhan dengan kepentingan anggota sebagai karyawan pemerintah.

Buku ini hendak mengulas tentang konsep-konsep dan fenomena empirik seputar budaya organisasi, kepemimpinan, dan kinerja karyawan pemerintah daerah. Buku ini semacam ini menarik dan penting untuk dieksplorasi terutama dalam kontek otonomi daerah.
