Negara memberikan mandat kepala Perguruan Tinggi Keagamaan Islam Negeri (PTKIN) menjadi Badan Layanan Umum (BLU) tidak lain adalah untuk melakukan transformasi manajemen dari government agency menjadi government agencification. Tujuan dari agencification sendiri adalah menjadikan institusi publik memiliki otonomi dalam hal manajemennya (agentification) dalam rangka meningkatkan efisiensi dan efektifitas serta kinerja pelayanannya. Tingkat pengetahuan (cognitive) Pengelola BLU belum strategis dan kurang didukung jiwa enterpreneur pada pejabat birokrasi (entrepreneur bureaucracy). Pengetahuan Pengelola BLU masih pada level ketiga yaitu level menerapkan (applying). Belum banyak pemikiran dari Pengelola BLU sampai pada level menganalisis (analysis), mengevaluasi (evaluation), dan level menciptakan (creating). Mereka juga belum melakukan lompatan-lompatan strategis dalam pengembangan BLU. Secara teoritis, pengelola BLU di PTKIN-BLU belum bisa dinyatakan sebagai Higher Order Thinking Skills.
